Personally, I think anyone can be good at anything but to be "great" you have to have "the right stuff" --- the intangible "it." According to this study, the Japanese feel that if you practice hard enough you'll eventually get there. Obviously, they've never seen American Idol.
I really don't know which outlook is better.
